The two rankings
Chaos draft has no coherent pool, so “good pack” depends entirely on what you want out of it. These two goals pull in different directions, sometimes opposite ones. Flip the switch to re-sort every set.

How each rank is scored
The two rubrics share DNA but invert on one axis, the quality of the commons and uncommons.
Best for You criteria
You are trying to build the strongest deck
- Bomb ceiling. Density of game-winning, first-pickable rares and mythics. Highest weight.
- Splashable / colorless power. Bombs you can cast no matter your colors, artifacts and generically-costed threats travel anywhere.
- Premium removal to answer everyone else's bombs.
- Fixing you can pick up to enable your own greedy splashes.
- Top-heaviness is a plus. Weak commons don't hurt you, you keep the bomb and the chaff you pass starves your opponents.
The one guardrail: you still need ~23 playables, but you draft most of those from other people's packs. So the packs you bring should be the top-heavy bomb lotteries.
Best for the Table criteria
Everyone should have a fun, fair game
- Standalone card quality across all rarities, cards that work without synergy context.
- Removal spread at common & uncommon so every seat can interact.
- Table-wide mana fixing, signets, gates, duals, Treasure, so everyone can play what they open.
- Low parasitism. No mechanics that need in-set critical mass to function.
- Even power distribution. Strong commons/uncommons so no one gets blown out, the exact opposite of the Best for You preference.
Here a top-heavy pack is a negative: it makes the table swingy and feel-bad. Fair floors beat high ceilings.

Where the two axes disagree most, bring these knowing exactly which game you're playing.
Modern Horizons 3 & 2
A bomb in every pack is your dream and the table's nightmare, power so far above baseline it warps a casual pod. Pure ceiling.
Foundations
The best-designed fair set of the era: clean, even, everything works solo. Which is exactly why it's a poor pick for you, almost no haymakers to steal.
Phyrexia: All Will Be One
Textbook top-heavy: elite praetor mythics sitting on top of weak Toxic/oil commons. You grab the bomb and pass a stack of chaff, great for you, miserable at the table.
Ikoria: Lair of Behemoths
A pile of enormous splashy beasts to raid for yourself, but mutate and companion are parasitic and swingy, so the whole table pays for it.
War of the Spark
A planeswalker in every single pack is as good as it gets for you, but because everyone opens one it stays fun and fair-ish, so it only slips a single tier for the table.
Great packs the budget rules out
All fall outside the $5–10 window on price or scarcity. Several would be S-tier for you on gameplay, worth knowing if someone else brings one, or you splurge on a single showpiece.
Now included despite being “special-format”: Battlebond, both Conspiracy sets, and the Un-sets (Unstable / Unfinity) are all ≤$10 pick-and-pass boosters, so they're ranked above, with the caveat that their multiplayer and silver-border cards whiff in a 1v1 pod. Genuinely can't be ranked here: Jumpstart 2020 / 2022 (~$6–9) are fixed preconstructed half-decks with no drafting at all. Fallout, Doctor Who and Warhammer 40K are Commander-only.
